Financing & Payment Options Policy

This policy explains the preliminary process for discussing payment options for eligible Phase 3 business projects. It applies to business-purpose purchases only and does not invite personal, family, or household-purpose financing.

Preliminary inquiry, not an offer

This preliminary application is not an offer of credit, a financing agreement, or an approval. Do not include a Social Security number, taxpayer ID, bank account, payment card, password, or any other sensitive account information. Eligibility, available options, project scope, timing, required initial payment, and final terms are determined individually and documented in writing before any agreement is finalized.

How the process works

  1. Scope first. Phase 3 works to understand the project, the expected outcome, and the estimated investment.
  2. Preliminary review. An authorized business contact may submit limited business and project information through the preliminary application.
  3. Written options. If Phase 3 decides to make an option available, the specific proposal, payment schedule, timing, required upfront payment, any fees or other costs, and any prepayment treatment are provided in writing before an agreement is finalized.
  4. Review before commitment. The business has an opportunity to review the written terms and ask questions before accepting any agreement.

Information to provide—and information to keep private

The preliminary application requests only practical business and project context. Do not provide a Social Security number, taxpayer ID, bank account or routing number, payment-card number, password, credit-report file, or sensitive document through the public form or ordinary email. If further information is needed for a particular transaction, Phase 3 will explain the purpose and provide an approved secure method before requesting it.

Written disclosures and final terms

Payment options are not represented on this site as a guaranteed rate, term, payment amount, or approval. Where applicable law requires a transaction-specific disclosure, Phase 3 will provide the required written information at the time and in the manner required before the transaction is finalized. For commercial financing in California, that may include the total funds provided, total dollar cost, estimated term, payment method/frequency/amount, and prepayment policy.

Fair and consistent process

Phase 3 intends to evaluate eligible business-project inquiries using consistent, business-related factors such as scope, business context, project readiness, payment capacity information voluntarily supplied through the approved process, and operational risk. The final program must be administered in accordance with applicable nondiscrimination and notice requirements.

Privacy, security, and records

Information submitted through the preliminary application is handled under the Privacy Policy. It is used only to respond to the application, discuss project and payment options, meet recordkeeping obligations, and protect the security of the process. Any final financing workflow must use appropriate administrative, technical, and physical safeguards and retain records only as long as needed for the purpose or required by law.
